If they don't already know Java, send them on a decent training course.
If they are already Java programmers, I'd expect them to have a decent library of their own (though it never hurts to have a library in the office as well, it's a rare company that has one in my experience, usually it's personal books people bring in and sometimes forget to take away again when they leave).
Effective Java is a book every person calling himself a professional Java developer should read.
Anything else would depend on the specific technologies you use.
