The definition of a portal

As I understand a portal is an entrance to a collection of similar activities or programs, but also an entrance to several websites that may reside in different geographic locations. Now, what is the best way to serve (or build a portal for) multilanguage sites in different countries?

Is it to keep the respective sites in one place, or is it to make a portal as a sort of dispatcher, redirecting requests to the other sites?

(Here, I am not considering the judicial issues of web site locality.)

What is the definition of a portal anyway? Can anyone say something about that?
